Robyn represents CI as a shipper voting member on the Federal Railroad Administration’s Rail Safety Advisory Committee, TSA’s Surface Transportation Security Advisory Committee, and the Association of American Railroad’s Tank Car Committee. Robyn also participates in a Washington, DC area group of hazardous materials shipper associations, which primarily follows and comments on regulatory and legislative activity related to hazardous materials transportation. Prior to joining CI, Robyn worked from 2002 to 2007 for the Naval Surface Warfare Center in Indian Head, MD as a production engineer for the manufacture of energetics and explosives. Robyn was born and raised near Indianapolis, IN. She is a graduate of Rose-Hulman Institute of Technology (Terre Haute, IN) with a B.S. in Chemical Engineering (May 2002). Robyn also received her MBA at the George Washington University in Washington, DC in May 2011. She currently lives in Northern Virginia with her husband and toddler son, along with two cats and two dogs.

Robyn Kinsley currently serves as the Chlorine Institute’s (CI’s) Vice President of Transportation & Emergency Preparedness. Robyn first joined CI in February 2007 as the Project Engineer. She was then promoted to Director of Transportation in 2010, to Senior Director of Transportation in 2015, and then to Vice President of Transportation & Emergency Preparedness in 2016. In Robyn’s current role, she has responsibility for two Institute committees: the Transportation Issue Team and Emergency Preparedness Issue Team. Activities under the Transportation Issue Team are focused on maintaining the ability to transport chlorine and other chlor-alkali materials by all modes in a safe and secure manner through the development of industry best practices and innovative equipment design, as well as advocate for reasonable transportation regulations and standards. Activities under the Emergency Preparedness Issue Team are focused on minimizing the impact of chlorine and other chlor-alkali material releases by training first responders (primarily in partnership with TRANSCAER®) and member CHLOREP® mutual aid response teams to enable them to react in a timely and effective manner, as well as developing effective emergency response resources.
